Create and review training plans

Create the annual plan, add formative actions, set recipients, link events, and evaluate effectiveness. This article is for administrators.

Before you start

Set the plan year and company (if needed). Only administrators create, edit, or delete plans and use the full action editor. Training managers can view a plan and, in a review, change dates, status, and observations, and add actions.

Do not confuse a formative action (a line in the annual plan) with a learning need (an employee request). Needs follow a separate flow and can later link to a plan action. See Review learning requests.

Plan structure

The mental model is:

Annual plan → Formative actions → Linked events → Evaluation and follow-up

Concept Meaning
Training plan Annual container (name, year, company, status, notes).
Formative action An entry in the annual plan: what, for whom, when, and budget.
Course Catalog course linked to the action (optional when you create it).
Recipients Who should receive the training (company, offices, teams, people).
Linked event Course event that drives participants, hours, and completions.
Planned vs actual Comparison on the action record: dates, hours, participants, and cost.
Evaluation Effectiveness of the action (when required).
Plan review Dated working session over the plan actions during the year.

The action record has three tabs: Formative action, Events, and Evaluation. The action editor has three stages: Formative action, Recipients, and Planning.

Action statuses are Draft, Scheduled, Completed, and Cancelled.

Create a training plan

  1. Open Training plans.
  2. Select New training plan (or Create the first training plan).
  3. Enter name, year, company (optional), and status.
  4. Save with Save training plan.
  5. Add formative actions before closing the plan.

Add a formative action

Quick create

  1. On the plan, select Add formative action (or Add the first formative action).
  2. The create form covers initial planning: course, reason, status, dates or quarter, estimated hours and cost. Do not fill events or effectiveness results yet.
  3. Main fields:
    • Training plan (required when several plans are available).
    • Course from the catalog if the course already exists. If you leave it empty, the action shows as Course not selected yet until you pick a course or link an event.
    • Category, filled from the catalog course when available.
    • Detected need or reason (optional): why this training is needed. This is not the recipient list.
    • Provider (optional).
    • Status, quarter or dates, estimated hours and cost.
  4. Save with Save formative action.
  5. Talento opens the editor on Recipients.

Staged editor

After saving, edit the action in three stages:

  1. Formative action — catalog, category, reason, provider.
  2. Recipients — who should attend.
  3. Planning — status, dates or quarter, estimated hours and cost, and Actual cost when known.

Save each stage with Save formative action or Save planning.

What to fill when planning vs later

When What to complete
Create / plan Catalog course if it exists, reason, recipients, status (Draft or Scheduled), dates or quarter, estimated hours and cost.
When an event exists On Events, Add event. On Planning, Actual cost. Hours and completions are derived when an event or matching completions exist.
After delivery (if needed) On Evaluation, effectiveness outcome, rating, evaluation date, evaluator, and notes.

Catalog course

  • Select the Course when it exists (compliance and actual metrics).
  • If the course is not in the catalog yet, create the action without one. The title is Course not selected yet.
  • Linking an event assigns that event’s course if the action still has none.

Define recipients

  1. Open the Recipients stage.
  2. Answer Who should participate in this formative action?
  3. Choose whole company, offices, teams, or specific people as needed.
  4. Create applies a default audience (whole account, the plan’s company, or the person from a compliance gap). Confirm or narrow it.

Detected need or reason is free-text context. Actual attendance still comes from linked events and completions.

Required fields

Marked with an asterisk on screen:

  • Training plan (when the selector is shown).
  • Status (in Planning).

Events are not created from the action. Publish them in the catalog and, when they exist, link them to the plan line.

  1. Open the action record.
  2. On Formative action, review Planned vs actual (dates, hours, participants, and cost).
  3. Open the Events tab.
  4. Select Add event and search for the course event.
  5. On Planning, enter Actual cost when known and save with Save planning.

Linked events supply participants, hours, and completions. Without a link, Talento may match completions by course, plan year, and recipients, so totals can differ.

You can also open the plan execution report to compare plan and activity.

Evaluate the action

  1. Open the Evaluation tab.
  2. Select Evaluate action.
  3. Turn on Evaluation required if needed, and set method and due date.
  4. When the action is Completed (or if you open results earlier), record outcome, rating, date, evaluator, and notes.
  5. Save with Save evaluation.

Add plan reviews

A review is a dated working session over the plan actions. Use it for follow-up (what happened to each line, whether it was done, date changes, new actions), not only for an overall rating.

  1. Open the plan and select Add review.
  2. Enter the date and reviewer.
  3. In the action table: change dates or status (including Completed or Cancelled), write observations, and Add action if needed.
  4. The overall outcome and stars are optional (year-end summary).
  5. Save. Changes are applied to the live actions and kept on that review.
  6. Repeat during the year.

You do not need to open courses, events, or participants to mark an action Completed from the review. Operational evidence (attendance, certificates) stays on the action record and the event.

Two reviews cannot share a date. Each keeps its author and does not replace earlier reviews.

Full example: 2026 plan

  1. Create Training plan 2026 (whole account or one company) and save.
  2. Select Add the first formative action.
  3. Course: Occupational safety (if it exists); otherwise leave it empty for now.
  4. Detected need or reason: New regulation; warehouse staff without recent certification.
  5. Status Scheduled, quarter Q1 or March date, estimated cost 1,200.
  6. Save, then under Recipients select warehouse staff (team, office, or people).
  7. When the event exists, on Events select Add event and link the March event. Planned vs actual updates on Formative action; enter Actual cost under Planning.
  8. If evaluation is required, record the effectiveness result under Evaluation.
  9. In June, add a plan review, go through the actions, record what happened, and mark those that are Completed.

Common problems

  • You cannot open the full action editor: only administrators can. People with training management can change dates, status, and observations from a review.
  • Actual figures differ: check linked events, catalog course, plan year, and recipients.
  • The action is named Course not selected yet: pick a Course or link an event; the title comes from the course.
  • You only see notes, not recipients: notes are the reason; recipients are set under Recipients after save (or when editing).
  • A plan review will not save: complete date and reviewer; avoid duplicate dates.
  • Need vs action: a learning need is a request; a formative action is a line in the annual plan.
